Shirley Lorraine Rinehart, the daughter of Elwyn and Gladys (Winterboer) Follon, was born December 7, 1955 in Spencer, Iowa. Her childhood years were spent in Rural Everly, where she received her education, graduating from Everly High School in 1974.
